MAIN GOAL

The improvement of the quality of the natural environment and health of the population thorough improved hazardous waste management.

The HWMF project will assist the Ministry in the preparation of the planning and tender documentation that will lead to the first hazardous waste treatment facility being built in Serbia.

Duration of the project:

24 Months

Phase I ~ 14 months,

Main objective is to improve the quality of the natural environment and health of the population thorough improved hazardous waste management.

The additional objectives are the identification of the technologically most appropriate, financial affordable, economical feasible, environmental sound and political acceptable solution with the focus on economical factors by achieving positive ecological impacts for the welfare of the population of Serbia.

Main purpose is to provide technical assistance for the analysis, planning and preparation for the future construction of an appropriate national Hazardous Waste Treatment Facility.

Extended purpose is to develop technically appropriate hazardous waste management facility for the purpose of reducing the economical and ecological burden supported by an increased understanding of the population for the need of controlled waste management, focusing on the management of inorganic hazardous wastes from Serbian industry excluding any kind of nuclear, explosives and medical waste components.

 

 

The first phase consists of the tasks that can be undertaken before the final site for the facility is chosen and confirmed, including preparation of a feasibility study and cost benefit analysis.

A total of six tasks have to be taken into consideration such as assessing existing situation, evaluation of sites, the feasibility study, definition and carrying out a training programme, review of administrative procedures and public awareness programme.

The second phase is contingent upon a suitable site been selected and the outline planning consent and approval being granted. It finalizes the design and triggers the preparation of tender documents.

This phase reflects to technical detail design, assistance in obtaining the necessary permissions and permits the preparation of tender documents and the participation and assisting in tender evaluation and awarding process.
